Switch question

Im not an expert on mech mods, so excuse me if this is ignant.

I got a Legacy Mini, and 4 AW IMR 18350s, all bought from a reputable dealer.

When I try the new flat top on there, the switch with one washer makes connection without pushing it, it works fine without the washer, i.e. no washers.

Is this ok to do?
