I got this response to my request for a refund (again) today.
Their link says (in part) this:
so basically you wait until they feel like admitting your package HAS BEEN returned to them.
I hope no one else has been dealing with this mess, but it sounds like lots of people are.

We're expecting refunds to commence soon (within a week) and this thread serves as a progress update for customers whose orders are stuck.
Specifically, this thread is about orders that match the following criterias:
1. Shipped within September 2013, and
2. came with a LK....HK tracking number, and
3. the only status shown on the USPS tracking site is "Acceptance".
Current Status of Refunds (11/7/2013)
fasttech was told by Hong Kong Post that all stuck USPS packages have been transported to a local HK post drop off office. HK post is now sorting the packages and will return physical packages to us by the coming Monday our time (11/11/2013). As soon as physical packages are received, fasttech will immediately commence refunding.
Why couldn't fasttech do this sooner?
We have been focusing on R....HK packages (i.e. Hong Kong Post Registered Airmail). We started on the USPS packages immediately after those airmail packages were done.
In addition, if you check tracking on the Hong Kong Post site, you may see that your package is "returned". We normally can refund these right away but, life is never that simple. Unfortunately, due to various mess ups at Hong Kong Post, this "returned" status is wrong on many occasions. Seeing a "returned" status does not 100% mean your package isn't still on its way to you.
