When buying a title 3 firearm, the item is purchased and a form 4 is filled out for the transfer. The form 4 is similar to a 4473. Main difference is that a form 4 needs a CLEO (Chief Law Enforcement Officer) signature. Also you must provide fingerprints and send it all in to the NFA branch of the BATFE. Then proceed to wait anywhere from 4 - 8 months for the transfer to be approved. The CLEO has the option to not sign the form 4. If that happens you have very little recourse. You can form a living trust or a corporation to bypass the CLEO. However then the LT or Corp owns the weapon not you the individual. As long as the state you reside in allows ownership and you are on good terms with the CLEO (usually county Sheriff) then the buying is easy, the wait for the BATFE is the hardest part of the process.
