That's the only reason it's still out there, in case a smoker visits so they have a place to put it out before coming in, without littering up the place. It also serves to remind me, everytime I go out the door, of the nastiness I'm now avoiding -- that's why I don't clean it, I *want* that reminder!
Here in ATL we don't get the actually damaging parts of hurricanes, they've generally shed all their firepower by the time they get this far inland, but we're subject to the massive rains from either Atlantic or Gulf hurricanes, and sometimes if they're bad enough hurricanes, they can spawn tornadoes -- to my inland mind, a much worse phenom -- you can get out of the way of a hurricane, even if your house can't, but tornadoes are sorta like russian roulette -- will it, won't it? Random and terrifying!
