Nicquid has two uses: vaping and bug poison.
I just found something that could come up later. Right now there is only one company licensed to sell nicotine insecticide. That company has voluntarily forfeited their license. That goes into effect Jan. 1, 2014. After that vaping will be the only use for nicquid.

The point we were trying to make is that the wording of these regulations is very specific and very key to the interpretation. This is from the second link..

The term "drug paraphernalia'' means any equipment, product, or material of any kind which is primarily intended or designed for use in manufacturing, compounding, converting, concealing, producing, processing, preparing, injecting, ingesting, inhaling, or otherwise introducing into the human body a
controlled substance....
Tobacco is not a controlled substance so you can legally sell any of the items listed as long as it's used for tobacco or something other than a controlled substance. It's amazing how just a few simple words completely change an item without doing anything different with that item. I can legally buy a glass pipe right now if I wanted to as long as the vendor tells me I can't use it for anything illegal. It's that simple.
