And that's the right answer. ecigarette-mods.com has been around for a long time and has been mostly well maintained.
In fact, speaking of well maintained history: Dig deep enough in to the ECF modders forum and one can find the exact moment in vaping history the very first person posted the idea of vari-volt... which happened to be buzzkill.
I suppose it is a little bit subjective though. Nuck technically had the first commercially available device that could output different voltages with his fistpack, But, the fistpack wasn't really variable voltage. It was
selectable voltage. It had several fixed regulators by way of resistors + diode for a PTN04050C booster and you could select which resistor to put current through. The buzz was the first variable voltage (where the regulator was trimmable) device sold commercially, and the terminator was out (also made by notcigs) a couple of weeks before the joker av was released.
Technonut could very well be right about the Detonator being before Nuck's Fistpack... I remember some threads regarding it, but I've always been completely unclear about just how commercially available the multi-regulator version really was. The 5.0v fixed version was certainly around and available a while, but I don't remember much discussion about the selectable voltage one. But, then, I might have missed a few things. I started lurking ECF sometime in the spring of 2010 and the earliest posts I remember regarding the 5.0v detonator were probably started in the late fall of 2009, but I just don't recall when the first discussions about the selectable voltage detonator started.
EDIT/ADD==-->
An interesting bit of ECF trivia regarding VV and VW is that not only was buzzkill the first to mention VV, but VW was probably his idea too. "...The ultimate would be to have a controllable Wattage device , that can be adjusted." -
