I actually prefer starting out with too much flavor.
I have a bottle of tasteless base liquid at the right strength which I use to dilute my mixes wich have too much flavor. This way the nicotine level stays exactly the same. When you've underflavored your mix you need to add flavor but it doesn't contain nicotine so your nic level drops.
