The electronic cigarette serves as a low-risk substitute for smoking. All clinical trials to date show that when smokers switch to an e-cigarette, their health improves. In one study, shortness of breath was substantially reduced from 20 to 4% already by week-2. Currently prices of tobacco cigarettes and convenience store brands of e-cigarettes are running neck and neck. But if your goal is to continue watching 400,000 plus people die of smoking-related diseases, then by all means do everything in your power to make the low-risk version cost much more than the deadly version.

Based on my own experience as an ex-smoker and now exclusively a "vaper" (with encouragement from my doctor), I think ex-smokers like to get away from tobacco flavors, which they associate with (harmful) smoking, and gravitate toward other flavors, including fruits and candies and mints. These flavors are much more interesting and satisfying (and can be enjoyed with or without nicotine).
