not a science but… vapers are a savvy group… and I'd say if a successful and popular vendor like alien visions, bwb, vaperite,AIV, ivape, halo etc has been around 3-4 years without issues, I'd put my eggs in those baskets…

I feel comfortable with any of the vendors that you regular hear about on ECF. None of them can be stated as 100% safe but I would trust them a lot more than a Chinese juice manufacturer - not saying that Chinese e-liquid is harmful though.
I switched to mt baker vapor about a month ago and haven't.looked back, price is great shipping is fast and taste is very good.
The only con is that some of their stuff takes a long while of steeping before they hit the sweet spot.
I got a few tobacco juices that are still not quite right after 2 weeks but they are getting better

With a concern for safety, maybe start with vendors here at AEMSA - a group that have taken the time and trouble to meet some pretty strict manufacturing standards...
There are certainly many good vendors not listed - any of the larger ones with a good reputation here on ECF should be comparably safe

I trust Halo and Alice in Vapeland. I trust these two companys completely. Halo is a touch more expensive but they use the purest grade PG and have some of the highest standards in the ejuice market. They set the bar pretty high.
I've been looking to order from Ahlusion and Five Pawns as my next sample purchases. Based on my research into these two companies I feel confidant in ordering from them.
