What exactly do I need to get started making my own liquid?
any recommendations on Berry/fruit flavors?

You need either nic extract and pg/VG juice or you can just buy unflavored liquid. I buy in 8 oz bottles from mbv and I buy one with 24 mg nic and one with no nic. No nic juice there is like 10 bucks and nic juice is 40 or so. 1 part nic juice, 1 part no nic, and there you have 12mg nic juice. Twice the liquid for only 10 bucks more. As for measuring instruments, you could do what I do and just eyeball it (I mix at 10-12% flavoring, so I just leave what looks like 1/10th of the bottle empty to fill that with flavoring) or you could do the calculations you need to do in order to get exact mixes with a syringe. I would link you to the stuff I use, but I'm on my phone atm

You should order nic (60 or 100MG), PG, and VG- flavors,sweetner (Ethyl Malto)- bottles, syringes 1ml and 5ml blunt gauge needles, graduated cylinder, possibly a funnel.

last tip: once you order your flavors look for vendor threads in the DIY section of ECF and check on suggestions on mixing. Some vendors you will be mixing at 15% others at 3% and so forth

My minimal DIY requirements sans flav recommendations:

nic
VG
PG
flavors
eJuice Me Up calculator
20ml syringe
5ml syringe
1ml syringe
30ml bottles
5ml or 7ml bottles (for test samples)
120ml bottle (for bulk base)
100ml graduated glass cylinder (for bulk base mixing)

Of course I have more DIY equipment

, but the list is what I actually use 98% of the time.

I mix 100ml of base (nic/PG/VG) and put that into a 120ml bottle that has a flip turret top cap. I use 5ml or 7ml bottles for test samples. Most of my mixes are 30ml, sometimes 60ml. Note that I do not use needles, pipettes or funnels; no need fer 'em.

I have no fear of needles, but they're just too fussy. Therefore I use syringes sans needles for flav mixing:

remove syringe plunger
place little finger tip on syringe tip
drip in flav or nic base or PG or VG in syringe top
place tip over mix bottle
remove finger, insert tip
reinsert plunger
slowly 'plunge'/empty

That's only one way to mix. But it's the quickest, most accurate and fuss free method for me.

Ya don't have to spend a fortune buying DIY kits that have items ya probably won't use.

Don't worry. If you get into DIY it'll only get worse.

When you get around to buying individual flavors, don't overlook the additives; they can make the difference between tolerable juice and good or great creations.

For starting out, I would just get...
120 ML of 60MG Nic
120 ML VG
120 ML PG
Flavors of Choice
1 ML Syringe (2)
5 ML Syringe (3)
5 Luer-Lock Needles
A couple 5, 10, 15, 30 ML Bottles

All of this can get purchased from Wizard Labs. I did so a few weeks ago and it was around $45 (minus the empty bottles), but I also got way too many flavors.

Anyway, I know there are people that get bigger syringes and cylinders and stuff, but for starting out I would recommend only getting bottles and syringes that are small quantity. That way you can make smaller batches (10ML or less). Also, I would get multiple syringes, so if you need to add .5ML of one flavor you don't have to wash it before adding another .5ML of a different flavor.
