No, cheaper ones do not breach the value set by customs and so accrue no import tax.

Why do you assume I blame Provape for that? Nothing I have said infers that at all. People said they are only 140$ or 160$ I pointed out that for me the cost is $250 minimum. That is all, thank you for your time and pictures.
