I started out Polish , I live in Australia since 1977.

It's all about the money commin' from over taxes on normal cigarette's. In Romania a pack of cigars costs at factory door 1 euro .. and ends up in shop at 3 euro's. The difference is state tax. They are having a big hole in the budget with reduced sales of normal cigars. Same goes for all EU countries where the tax is even bigger.

In Romania is legal to import nicotine juice, but the customs tax is 44% if they are properly declared.

Finland, Denmark, Sweden - Illegal to sell nic-juice, but legal to import (at the moment).

Norway - Illegal to sell, illegal to import.
