The fastest way I know (if you can't find any with an Evolv vendor) is to follow the Evolv twitter page... they post inventory alerts there when chipsets become available.
They've been sold out for several weeks (all the DNA30 co-ops, including those on ECF, plus the APV mfg. are buying them up in mass quantities), and the next batch is due in the next few weeks... those will sell out fast, so you have to move quickly.
