I'll probably get chastised for this, but here goes. Most (not all, but most) of the posters who seem to harp about amp limits are guys, and I think for some (not all, but some, and perhaps many) of them it is just another form of d!ck measuring.
Just like there are guys on motorcycle forums who fret about the shortcomings of this or that motorcycle when the practical truth is that ALL of them are more capable than the guy riding it and ANY of them will flatten your eyeballs against the back of your skull.
My opinion is that the amp limit is one of the LEAST important aspects of any PV. I'm sitting here vaping a lowly VTube and a Vivi Nova tank with a 2.8ohm head, and I can crank it up way past the point of burning my juice. So the amp limit that some preach about is a non-factor for me and I couldn't care less.
I think to a degree you are correct. However, different atty types require more or less power. A CE2 style atty is fine at 5-6 watts. A Boge carto is great at 7-9 watts. A Genesis atty requires more power period, and most of the people who are looking for high amp setups are driving 1.0Ω coils on a Genesis. I use a Genesis at about 10 watts. Guess I have small feet!
