I think they are overstepping their bounds by lumping the devices and 0 mg juices in with it. As far as I know of the devices nor 0 mg juice falls under the "tobacco or tobacco-derived" portion of it (unless it's all made with shellacked and painted tobacco leaves, and I don't think it is!) I also think it's going to hinder a lot of people that want to quit smoking by taking a safer alternative to quitting away from them. The application process is going to force a lot of business closures too which means a lot of lost jobs, which will mean a huge jump in unemployment across the states which will cost taxpayers in the long run.
Basically in a nutshell...I think they didn't study all of the possible long term consequences, and they really should have.
