If you are responding to me, I live outside the city's limits and have no influence on their actions or the inability of their citizens to recognize they can be replaced. By Business was within city limits but I seemed to have no voice as a businessman not living in the city.
I closed up shop and let them do without gouging me for the last 9 yrs.

Is it possible this was not meant to be used but only handled so one can get the feel of the cigalike...it's weight how the carto easily comes off and put back on? is it possible that they were offering mouth piece ends to test the product much like flavor testing does? I didn't see where the OP stated they asked these questions...just took a picture and posted it on the forum. Just not enough information to be making conclusions imo.

I've seen this first hand in several gas stations in my travels. Much the same thing, not the same product. A loose device for people to suck on to 'check out' and see what they think. Even seen people walk up to it, stuff it in their beak and stand there hit after hit waiting for the line to go down to buy their two liters of soda and munchies for the road.
So there's not much assumption going on here. Sure, common sense should explain to many people not to be randomly sucking on things in public, that in fact other random passers by might have slobbed on, and left 'a little bit of themselves' behind for the next trusting soul.
Regulations on this? Complete and utter Nonsense.
People take a break, step into the abysmal echo featured cave, do their business, grab the handle on their way out never crossing their mind to wash the pee-pee off their hands, grab a bag of funions and munch away. Again, never giving a thought to how many other pee-pees that might be giving them there funions that extra spicy flavor.

I have seen cigalikes on display as demos to check out like this display, but never to be used. If you guys wanna really believe that this was intended for actual use and that the store owner did not see a health issue arising from the health department about it then I don't know what to tell you. This happens all over the usa look at the department store makeup displays- different places,same germs and viruses my gosh get a self serve doughnut after watching someone pump gas and touches the doughnut but decides to go with the other..gross
For me not so much about bringing regs as bringing an "Ew-w-w-w!" factor to vaping. It doesn't encourage sales
If you have indeed witnessed this happening then maybe this is why some cities across the country have banned B&M's from allowing flavors to be tested. Maybe the vaping industry given these actions can't handle it and that is why there are bans on flavor testing now....yet many will cry saying there is no justification for it. You are proof by what you have witnessed that may there is and things like this were going on in some B&M's as well maybe. Just saying.....i have no reason to believe you are lying about having seen this at several locations in your travels...maybe there is a connection.
My guess, would be these restrictions have more to do with stair stepping regulations. The old frog in boiling water thing.
I really fail to believe such restrictions have anything to do with public health, in any sense of the imagination. Considering the very usage of such devices are the strict and only reason departments such as the FDA and ilk continue 'serving' the publics best interests. Sales = taxes.
More people are quitting smoking, equals less revenue, they will get it from somewhere, and this somewhere is the addiction stricken societies we live in.
