I bought 2 18650 30a 1600 mah batteries for my 134 because that is what my local b&m had. Do I need high amp rating for a vv/vw or is that an advantage for mechanical mods? for 8-9 watt vaping do the amps help or would i be ok using lower amp higher mah rating for a longer lasting charge?

Because your Innokin 134 is regulated, you don't really need 30 amp continuous discharge rate. The higher amp batteries are best suited for the higher wattage that sub-ohm coils need. With a regulated mod you won't need over 10 amps continuous discharge rate.

I think you'll benefit more from an IMR or hybrid battery that has more mAh capacity for longer battery time. There's a list of recommended IMR & hybrid batteries in the following blog link:
