Okay, couple of things...

What are you thinking of when you say "100% eliquid"? Juice is all eliquid and it's primary constituents are PG (propylene glycol) and VG (vegetable glycerin), which are used in ratio. Typical juices are anywhere from 50-80% PG, with VG constituting the remainder. Some, however, are 100% one or the other. Was it 100% VG what you're after or some other thing? Knowing the answer to that might help us get you what you're looking for.

Most likely, the thing you saw referenced was what's called a dripping atomizer. Essentially, they're cartomizers without the batting and chimney coil - just a coil at the bottom of the tube. You drip juice into it (they only hold 4-10 drops, depending) and vape away. They're quite cheap and can last months before you have to throw them out.

When I first started vaping a saying I always remembered was low ohms low voltage high ohms high voltage. If you have a non vv battery it will be anywhere from 3.3v to 3.7 you will need a fairly low ohm coil to get a good vape usually in the area of 1.8ohms for a fairly warm hit and as you increase the ohms the vapor will get cooler. With a vv battery you can adjust the voltage by increasing it little by little depending on the ohms of your coil.
