Within my means I've been hoarding higher-mg unflavored nicotine juice and atomizers...but "within my means" at this point means a fairly puny stock. Being a student again is limiting me.

Limited (or at least a danger of a limited) supply leads to increased demand; look at the Nintendo Wii.
Supply and demand is a phenomenon of
economics, not of capitalism. Non-capitalist economies or "regulated" zones of capitalism ignore it at their peril (viz. shortages, lines, rationing, distorted pricing, black markets, overproduction).
The interesting thing is that, of course, when there's a free market (as currently in the United States...in this limited way....for now...) in a non-finite-resource good, supply grows in response to demand, because there's profit opportunity. Therefore we've seen e-cig equipment become more available and suppliers compete on price. Price only goes up when demand grows and supply does not.
Which means, I suppose, if all our fears are right, then now is the time to stock up. ...
