If you want to see what happens with paranoia hoarding, look no further than firearms ammunition prices since 2008. Try finding .22LR ammo at a decent price on a consistent basis with no arbitrary limits on amount purchased. It's taken years for it go come down and show up on shelves again and it's still not back to "normal". With .22LR ammo (which no one even talked about banning since evil assault weapons don't shoot .22LR), nothing ever even happened legislatively. People just started hoarding it, buying bulk amounts on speculation, and reselling it at a profit. Prices are pretty much permanently higher now because we've proved we will pay more for it to the manufacturers. I'd wager the vaping community is smaller than the firearms community, so vapers can do more to effect supply and demand (and prices) if they behave in certain ways. Personally, when it ceases to be a hobby and starts to become a chore, I'm out.
