I seem to feel the same way. Not giving me a price on the phone seemed silly unless they charged more for them, I can certainly wait a week or so and order online.
The reason the B&M will not give you the price over the phone is that Provape has a pretty strict dealer agreement to be a distributor.
The dealer has no idea who is calling him, and they do not want to loose their distributorship as they can charge more or less that MSRP (what Provape actually sells for on their web site).
Taxes are only collected from Provape (factory) if a state mandates they collect tax, or Provape has a physical presence in your home state.
(They are way too small a company for any state to mandate they collect taxes for a given state).
Because I know two separate owners of B&M stores I know what they pay for the products, etc., so it is worth your time to do a drive by!
(One is a Provape distributor, and the other has been considering it).
I did buy my Provari from Provape because where I live, I saved 10%, even though I could drive 22 miles and pick one up!
I also bought mine from Provape because I do not believe you can get the extended warranty from a B&M (pretty sure on this).
