Batteries soaked in juice

I very much doubt anyone has tested batteries pre-soaked in e-liquid so you'll have to go with your gut instinct.
Using logic i would suggest that e-liquid around the battery would make absolutely no difference to their efficiency. They're sealed units.

The casing is the ground, as long as it hasn't soaked inside the wrapper top to bottom, you're fine. Start rubbing the wrapper pushing from top to bottom, if liquid comes out keep doing till it doesn't. When it's dry you're good but I'd probably buy more batteries and never use the soaked ones (if it did get in the wrapper) in a mech mod.

Safest bet is to rewrap. With that said, I've had a catastrophic leak (or several) getting to "know" RTAs, and I usually just take the batteries out immediately and wipe them down, checking for any leaks inside the casing or tears. I let them dry out, and assess whether or not I need to rewrap. Usually, since I catch them early (these days, LOL) I don't need to rewrap, but when I am in doubt, I do so. I've gotten to the point now where I can pretty much tell if I need to rewick an RTA a bit BEFORE it starts leaking, but believe me when I say I have leaked onto batteries and not had catastrophic results (though I do exercise care and caution and etc.)
