Fraud is fraud. No matter whether it's committed by a company or a private person. At least from the endconsumer perspective.
Chances to get garbage instead of the real deal is about equally high comparing salvagers to rewrappers.
With rewrappers you have at least the choice of which company to avoid and which offers good quality.
A private person just needs to change its ebay or ali account, so you never know who's really behind the scam.
I had a very interesting conversation with Ken, a guy who studied with me in Berlin, that comes from Hong-Kong and knows, how it works in Shenzehn.
Most of those rewrapping companies are trading companies that are located somewhere in Shenzehn and don´t even see the products. Young people, that are paid by success are trying to sell for commission.
Most probably they would not even know, if the purchaser in their company will change the battery below the shrink. The strategy is almost always the same. The company will identify the "influencer" and will contact him. At the beginning they will supply high quality samples to become known at the market. From this point they will start to sell, because they know, that around 95% of the people are not in a position to know the difference between battery A and B. If a "brand" is "burned" you can always rename yourself and work further...

Known as "bait and switch" tactics. In most parts of the world, there are consumer protection laws against this practice. Unfortunately, China is in their own little world and the bait and switch practices go on and on unchecked, often unnoticed by consumers. There are no authorative groups to keep these unscrupulous practices in check and no industry wide standards to follow.

As consumers, we need to be aware of which companies practice bait and switch and avoid purchasing from them. For myself, that would include all Chinese battery suppliers, with the possible exception of AW.
