buying regulated mod, have a few questions

So this coming friday I'll be making a purchase of my first regulated mod. It will most likely be a 50w mod.

I just have a few questions I'm confused about.

On the ipv2 for example it says
Input voltage: 3.2-3.7v
And on the sigelei
Input voltage: 3.2-4.2

Is this referring to the amount of volts it is capable of receiving from the battery? Would this effect the battery I would buy? Just don't fully understand that.

As well, was just on steam-engine.org. looking at the ohm calculator playing with numbers. It makes sense of allot of things but one thing confuses me.

Amp limits.. Is that referring to the battery I'm using? Because i have looked at a few dif mods specs after seeing that and only one had a amp limit listed. None of the others did. I assume that means the minimal amp rated battery I can use.

I have my eyes on the ipv2 or
sigelei 50w or 100

Any other popular 50w regulated mods around 100$ or less, with a good reputation anyone would suggest? Id really like to be able to charge with micro usb without taking the battery out.
I'm mostly concerned with above questions though Since I can't find that info anywhere

The standard for USB chargers is 5.0 V.

I'm guessing that the mod doesn't have step-down, so they took the 4.2 V max battery voltage, and adjusted it down to the specified minimum output voltage of the mod, which just happens to correspond to the nominal voltage of the battery, 3.7 V, in order to make the specs add up.

You'll have no problem using a fully charged battery in the mod, but it will not go as low as 3.7 V until the battery is halfway drained.

Unless I'm mistaken, and the mod actually does have step-down. Does it have the SX330 or the SX350 chip?
