So they basically said since the FDA can't mess with them, and Arnold refused to ban them, they can't be sold to minors in CA, and then set up the fines and punishment, is that correct?

Essentially. Originally the bill called for having an establishment lose its licence. It was amended to make the penalties the same for selling e-cigarettes as for selling regular tobacco products to minors.

Gotta love it when the lawmakers try to put down in black and white how they are going to save us from ourselves. Luckily this seemed to be watered down enough to bring it back to a sanity level. Treat them basically like selling cigs to minors without new draconian penalties seems fairly straightforward and sensible measure. Now we'll have to wait and see if a vaper gets a ticket for 'smoking' within twenty five feet of a door or window. Gotta love CA, cant smoke in the house, cant smoke on the balcony, wonder what they would say about vaping. Almost wish I lived in Burbank, couldnt wait to challenge the ticket in court.
