I much prefer "e-cig" over PV. Like others have said, "vaporizer" is linked with MJ use, and the "personal" part of it doesn't make much sense. Is there a communal vaporizer somewhere?
If the WHO objects to e cig use simply because it "looks" like smoking, then it is a short jump to understand that they would object to what you call a PV because it "looks" like a crack pipe and "appears" to mimic the inhalation of illegal drugs. With the anti-smokers line of thinking, e cigs have a better chance of surviving than the big model PV simply because the product it resembles is still a legal product (at least for now).I see a distinction between a PV and an E-cig... and I am sure many have stated this numerous times as well....
An e-cig resembles a cigarette and activates automatically upon drawing and is an integral battery in one unit.
A PV generally uses a replaceable large capacity battery, and can handle things such as dual coil tanks, and most use a button to activate....
In other words if its size/shape/operation are like that of a cigarrete it is an e-cig... just like an e-cigar resembles a cigar, an e-pipe resembles a pipe.... but when it does not resemble any of those... its just a plain old PV. yes the aforementioned are all PVs.... just like a chihuahua is still a dog.... as is a german shepard... their basic physiology is similar bit they dont look the same and one can do things another cant... or like pistols, revolvers, shotguns, bolt rifles, semi-auto rifles etc.... they are all firearms... they just have a subclass.... but just like firearms... not every device will fit into some recognized category (much as the AOW termed firearms) and PV is to an ecig what an AOW is to the gun world.
There needs to be a distinction, because legislation as it has gone towards both dogs and guns, define their respective categories and what is allowed/regulated and what is not. Some states/cities/counties/countries ban certain breeds of dogs based on characteristics... or ban certain (or all) firearms based on the characteristics of operation, function, etc.
Thus if an ecig is defined a particular way (say device resembling a cigarrete which disoenses vapor when thebuser draws on the device) mods which i would consider PVs, would be unaffected as far as devices. If ejuice is regulated as containing nicotine, well nicotine free productsnwould still be legit...
In this litigious world one must be careful because words mean everything (and anything). Also when legislation is passed, it cannot be ambivolous. For example if legislation would regulate any battery to power a PV, congrats your laptop now contains several controlled, regulated taxed items... if they are exempt you get exploitation, which leads to more regulation, and more exploitation and round and round it goes... and in the end you have black market unregulated goods being used far more than the regulated....
Kristin ... Sometimes you crack me up !!What we call it won't matter one iota. They'll have lawyers give it an unambiguous definition like, "an electronic device used to create a vapor, to be inhaled by the user, which may or may not contain nicotine (aka "e-cigarette, personal vaporizer.)"
The key is not that it looks like a cigarette but that it looks like SMOKING and creates a visible, "smoke-like" vapor.
Unless you are willing to give up visible vapor, what you call it is irrelevant to the fight.
