I don't recall a sunday cartoon with the same name, but easily could have been. It was a five minute cartoon (oddly I think before Dr. Snuggles) with a creepy tv called evil edna. Found it on youtube.

Never heard of that one. Wow, that was an enthralling credit sequence....lol. I like the farting sound the buggy makes.
