The answer to your question is: No! The TR-001 is for charging a wide range of 3.7V batteries, not 3.0V.

You should use a charger dedicated to the RCR123A 3.0V. For example, the Tenergy "Smart Charger for 900 mAh RCR123A 3.0V Li-ion Rechargeable batteries" OR Tenergy "Smart Charger for RCR123A 3.0V 750mAh LiFePO4 Rechargeable batteries" ... as applicable. Choose wisely. That is, use the former only for 900 mAh Li-Ion batteries and the latter only for 750 mAh LiFePO4 batteries.

Vaping suppliers like NHaler and Puresmoker carry the 750 mAh LiFePO4 charger. General battery suppliers like Battery Junction carry that and the 900 mAh Li-Ion charger.
