I have windows 7 but found my way around XP so much easier.
Presently things seem to be ok with the pc but I'm having a day of trying things to see if it "hiccups"

Ha! Yes it is. Just think though Coffee and vaping nothing better. I just got my Gandalf in. I lito steep it but filled up a CE3 for the morning drive in. My wife had made coffee earlier before she left but it had gone cold so I brewed me some more before I left. I took two travel cups. Needless to say it took me a while to get into work and it was a great commute.
Okay back to the important stuff.
Usually I say if it isn't broke don't fix it. My guess is it will do the same thing again. I have been wrong before. Sadly I get reminded a lot that I am not perfect.
IE up to date. Good. No malware even better. Safe mode does that. You actually do the same thing when going into windows too, you just don't see it loading everything. If you get an SSD it loads in like 9 seconds. Very cool to watch. I digress.
My best guess at this point is it has something to do with your video. You probably have an ATI board or card. Did it also state something about "ativvaxx.dll" My next step would to check the date of your graphics drivers on it. Upgrade if need be. Although sometimes this will screw it up. Fun eh? To access it right click on the desktop (dang got to remember XP here) properties --settings--advanced---adapter--driver there or probably easier to click on start right click on computer--properties--device manager--open your display adapters right click on your ati (hopefully that is what it is) then drivers tab... check the date on it.. then try to update. If it updates great! If not.. more coffee and more vaping is needed. Apparantly there have been some issue with some ATI drivers. Sometimes you have to uninstall the driver then reinstall it. Don't go that route yet unless you are comfortable doing it. It can be a bear for someone who doesn't know what they are doing.
Also like the other said there are ways to take control of a person's PC so someone can work on them. I am not comfortable doing that at this stage, but if you trust Kon it may be the way to go. I use a program called Team Viewer for my family and clients, but as in anything computer related there are 100 different ways to do one thing.
"Could this mean that the pc was never installed correctly or missing something?? " Anything is possible but I doubt it.
Also please note that I am just a dude on the internet. Please be careful in what you do. Unless you are like me and are only afraid of snakes. Not much else worries me. Almost anything can be fixed. Also check around for the install disks. A good reinstall may help but do it as a last resort. It can take 24 hours to update freaking windows from a fresh install. I know I reformat my kids comps once every 3 months. If you do make sure you have backups of anything important and the install disks. Or you can create a ghost image. Some people like it but I am of the mind if you put a backup of something screwed up back on generally your are still screwed up.
Also try what these others are saying. Something about IE settings. For the life of me I can't find it.
Good luck. Important.... if you aren't comfortable doing something. Then don't. It generally isn't worth the frustration.
