This is good advice, a garage sale is a good source of quick cash and lord knows I have enough "treasures" that I could get rid of and never miss. I should do this one myself .. lol
As for social services, I know that they do make exceptions here in Minnesota for roommates living together, there's some extra paperwork involved but you should be able to establish that you are sharing expenses half and half. Also, try your church, they often have emergency funds for things like car repair when there is a disabled person involved. If you don't have a church of your own, Catholic Charities and Lutheran Social Services and the Salvation Army all have programs to help in emergency situations and they do not care what your religion is. You should be able to find their numbers in the "community" section of your phone directory. (As well as others that may help)
If it comes down to it, let the tv go, but keep the internet, it keeps you in touch with job opportunities and a lot of places now require you have internet to apply for their jobs. It also keeps you in touch with support systems so you don't get depressed over financial crap! And you can always watch your tv online

Could you have a garage sale? Offer to babysit for anyone? Offer to have a garage sale for your neighbors and get paid with a "cut" if the take/sale? My friend does this. She has a huge garage sale every summer and rounds up the neighbor's stuff - they bring it tagged with masking tape with their initials on it. As it sells, she removes the tag and puts it on a piece of paper with what it actually sold for and then when it's over she gets 20% of the sale price. The tagged paper gives her a way to track who sold what.
Contact a food pantry or some churches. With your mom's health issues you really need to have a working car.
Why do they lump your income with your mom's? You're not her dependent nor she yours? You're really just roommates sharing a home. I'd double check on that one. I know our social services are overwhelmed right now, but check again.
