Android Market purchases are tied to your email account--as long as you use the same email account you'll never have to buy that app again. I have Tapatalk on two phones and my Nook Color right now, not only have I only paid for it once, there is no way for me to pay again since they are all tied to the same email account...

Whichever account you used to "register" the phone when you first set it up--i.e. the one it syncs for email and addresses and stuff. When you actually purchase an app, the button says "Buy"--after that (assuming you are 'logged in' to the market account connected to the same email address) the button will simply say "Install."

They do it this way to address the problem of having to re-buy everything when you upgrade phones--this way you don't have to. But in my case I have multiple devices and I can't pay for it more than once because I refuse to deal with setting up separate email account for each device...
