Loss of $10 Billion in cigarette tax revenue will overpower the FDA if they try to ban menthol cigs. Those in Congress who create the budgets and spend the money will likely override the decision. The Motley Fool article mentioned that the loss of menthol revenue would bankrupt Lorillard. Look at the hoopla created by the sequestration $85B reduction in spending. The government doesn't need another revenue reduction fight right now.
