I take a gander at our states poison control website every now and then. Seems laundry detergent pods are popular along with several other household items. So, eliquid is trending this week - how convenient.
While I realize the dangers of any substance stored in the home has a potential for poisoning, I and many of us make every effort to secure ALL potentially dangerous products. But yet it can happen. These kids are lightening fast and so are my dogs. One blink and her nose is somewhere it shouldn't be.

CNN on Children Getting Poisoned Drinking e-liquid

Unfortunately, this will be a Driving Force that the FDA will use to Limit the mg's per ml that a Consumer can purchase. As well as the Maximum ml's that an e-liquid can be sold.

And for those thinking that it Won't/Can't be done for 2 Years, you might get a Very Rude Awakening.

BTW - It also will be a "Supporting Factor" in the FDA's choice of Denying a PMTA if the Atomizer is not a "Closed System".

Our rules will wind up the same, or worse than the EU rules for the Tobacco Product Directive.
The angle of approach may be a bit different, but the results will be the same.

And your post above is spot on.
Because that's exactly how it's going to go down.

There will be no open systems left on the market, for MANY bogus reasons.
And therefore, there will be no free-roaming nicotine either.

Or maybe it will just happen the other way around, and they'll stop the nicotine.
And then there will be no open systems.

Either way, they've got us coming and going.
