DNA30 only firing at 3.1 to 3.3volt, no matter what wattage

I ordered 11 DNA30 chips and out of those 11, one was dead on arrival (wouldn't start up when I was testing it) and 2 of them shows this:

I made sure there are no shorts etc. I just standard 510 connector and Keystone 1024 snap in battery holder with Panasoic 18650PF 10A battery 2900mah. Just in case it is the battery problem, I swapped out a total of 5 identical batteries and all shows the same results. Plus I am using 20 AWG wires as suggested in the manual.

Anyone knows why this happened and how can I fix this? As I am not from US, it will take at least 5 weeks to process the warranty including shipping time... I need these to work immediately, if possible.

My Limited research shows that your Panasonic 18650PF is an Unprotected 10A Lithium Ion Battery. Evolv says that IMR batteries must be used. This may be the problem.

If your Panasonic 18650PF works well in the others, then considering that you received one DOA, it is possible that these other two are bad as well.

I would suggest that you try a brand new High Amp IMR in all three bad ones. Something like the Sony US18650VTC4 2100mAh 3.7V 30A High Drain Hybrid IMR Battery, or the MNKE MH46698 IMR 18650 1500mAh Battery at 25A-30A. And get them from reputable vape Stores or Electronics Stores. Do not get them from eBay, Amazon, or other online stores.
