Big Pharma wants that, to reduce effectiveness, and maybe Big tobacco too.

True. I believe Dr f. stated one time that the higher nic may cut back on the amount of time vaping. I know when I use 18 MG liquid I vape much less than my usual 7ish. I still would rather be vaping than smoking. I would rather have 3 chemical in my body than 6000. I mainly vape unflavored.Well, some people might consider a lower mg/ml nicotine content as a "safer" e-cigarette, and you're not allowed to give that perception, so all e-cigarettes will be formulated with the same nicotine content, 54mg/ml.
That's why they did away with the "light" and "ultra light" designations on cigarettes.

If there are risks associated with vaping, it seems only logical that DL cloud chasing a much larger quantity of lower-nic juice would just multiply them.In a perverse way, it is the high nic liquid that might be safer (you need to inhale less PG/VG).

It's used in the production of some illegal substance. The last time I bought Sudafed, years ago, I had to show an ID and sign a register. I no longer have allergies, so I haven't kept up with any new rules, but I think there's a limit on how much you can buy per month.
I also had to show an ID proving I was over 18 (or 21?) to buy a can of spray paint at the hardware store once.
I'm not too worried about vaping hardware. I think e-liquid is the choke point "they" will be attacking.
