iPad chargers charge at a higher amperage output, due to the larger battery in an iPad. It's especially obvious when using it to charge an iPhone vs using the standard iPhone charger. It's possible that the 510 part of the charger could not handle the higher amperage or that it was faulty.

From apples website:
PC USB 5 volts 0.5 amps 2.5 Watts
iPhone Charger 5 volts 1.0 amps 5 Watts
iPad Charger 5.1 volts 2.1 amps 12 watts
