The cloud chasers do that with massive coil builds. There's a good bit of ramp time to heat that much wire. They exhale to empty their lungs to get maximum vapor. Figures. I have a Phantom. In fact, I'm vaping it now (just happened, I rotate.) It's an excellent piece of gear, for the price and, having a center 510 pin, it is not inherently unsafe. In fact, the only thing I don't like about it is the battery rattle adjustment. There's nothing actually wrong with it, it works just fine, but I could wish it was threaded into the insulator rather than free sliding. If course, if it was, it would cost more than a Phantom. The article does not mention what topper was on it-- the photo shows an eGo style pen type-- but 3 gets 5 it was a rewrap battery or a too-low coil build that did the young man in.

The tube is threaded M20 x 1, so you could put a hybrid atty on it if you have one, but with most you'd have to go down to an 18500 battery. Concur on both: you culd put a 20 x 1 hybrid plate in the top of it if you were fool enough. And yes, the responsibility of controlling teenage behavior is parental, not governmental.From what I understand the mod has the ability to swap the top cap to a hybrid-like style...
Regardless, the parents allowed him to use the mod for however long. They knew of it, and did nothing. He is 16, underage, all responsibility no matter what happened is on the parents of the legally-still-a-child.

It can be if you want it to be. Quickly googling it all I saw was the mod with the hybrid top cap on. It has an optional standard pin top cap as well though.
