Eh....... I think too many of the components could be used for contraband uses. Inmates have nothing but time on their hands and the inventive ones can make a shiv out of paper...and do serious damage with it. I'm sure someone would figure out a way to incorporate it into a bootleg tattoo apparatus, and batteries are just asking for a way to start a fire. The tube from a cig-a-like could easily be turned into the part of a zip gun.
If it's a county jail with work furlough inmates who come and go to job everyday, ie, "minimum risk" offenders, it could be a good thing, keeping the aggression from nic fits turning into a brawl. They just want to get their time done and over with no write ups.
24 hour incarceration, whether State, County, or Federal is an entirely different story.

But, it's Illinois......I just have a problem with understanding any of their laws or politics and don't really care to see it trickle down into the South West:2c: If it works for them, then it is what it is. But I don't see it happening in Arizona.
