I was outside working a few minutes ago so I didn't experience any slowdown at the time you posted but I'm came in a few minutes later and everything seems ok. the server load is minimal and page loading times are okay for me. I use crappy residential DSL from ATT so....
I'll look back through some logs and see if anything weird was happening a few minutes ago.

You have to account for time zones and Internet traffic locally...as well as in the timezone of where you are trying to go.

Much of the issues could be local routing or even ISP/DNS issues. If a big enough provider is having an outage or a router somewhere committed kari-hari or a tree fell on a transmission line, etc. I also never use my ISP's DNS, I prefer Level3's with a fallback to OpenDNS.

Of course, making sure your PC is clean and running well is a first priority. Like preventing physical overheating from dust buildup, being slogged-in with ad toolbars and malware, underpowered for the OS you run, too many startup processes & programs, the list goes on... ;)
