put your meter on ohms then put one lead on the threads and the other on the center pin of the atty.

So if the protection circuit trips you still get volts? That's weird. If I tested a battery and it was measuring the correct voltage I'd assume it was good. I mean the 18650 battery. If the meter shows 4.2V but it doesn't vape (on a known good setup) then that means the protection circuit (PCB) has gone bad. You can tear it off the bottom of the batt and continue to use the batt unprotected.
