What about powering a Passthrough with a 12,000mAH portable USB Power Supply Unit (PSU) such as this one for $8?

First question is: is this safe? This thread here asks about using the same sort of portable USB PSU with a Passthrough:

They basically thought it wouldn't work because the USB PSU in that thread notes: ""Please use the battery without protection. because this power box has Circuit built-in protection. otherwise would burn the power box."" The thread doesn't conclude though. No-one tried it.
I have almost no idea how electronics work. I think all PTs have protection for the internal battery PLUS short circuit protection (like if you build a short), and not sure if those are the same. The eBay USB PSUs don't say anything about protection or not, but I can find out. If all PTs have protection and wouldn't work with the USB PSU, would something like this battery-less VV PT Ego work? It has protection for short coils, but is battery-less:

How risky is it if it's not compatable but still works? I'd think that many people are connecting already-protected devices to the USB PSU with no problem.

and run it to a wall/car USB, and connecting it to a portable USB PSU in my pocket if needed. Even if I never use up the 1300mahs, keeping it on the PSU will prolong the life span of the PT. Some of the portable USB PSUs have short coupling adapters instead of a USB cord so I can just stick the Passthrough right on the battery like a box/tube mod and not worry about a USB cord distraction/looking a bit strange. If you know what you're doing, you can probably cut away the wire from the battery-less VV PT eGO and splice it to the coupling to make everything more compact.
If it won't work or is highly dangerous, then I'm going to try and search-out an unprotected version and seeing if I should drill a small hole in the case to let possible battery gasses escape if it doesn't already have that.
Part B question:
The mini battery-less eGO VV PT needs to be powered by a 2amp (2000mAh) output device, which some portable USB PSUs have.
I found mixed answers about what to use to power a Passthrough that HAS a battery like a 1200mah, 650mah, 900mah, etc. What I gather is that 1amp is best, but what if I conect it to a 2amp car/wall adapter? Some say they use only .8 amp with no problem.
I read all types of different answers but won't risk it and won't plug into a computer even if it's a PT that has a battery and should work because I think those only needs 1Amp which most computer USBs provide (I read after writing this that most are only .5amp). Should I just use always use a 2Amp even with a PT that has a battery in which I heard can draw more than 1Amp depending on the volts&ohm/Amp draw.
Taking the info from this OP, "To run a 1.5ohmdc at 5v (that's voltage standard on USB ports, which is why it runs at 5v) you need at least 3.33a of power", I guess I can't run Dual coil attys on a PT.
