Mexico
From what i know, read, heard, seen, selling and manufacturing and importing is prohibited, buying and owning is not, thing is, there ARE sellers out in the open (with booths in malls like: News --scroll a bit down), and there are even published pics of senators vaping inside the goverment offices Cigarro Electrónico | ¿Están prohibidos en México? | Vapeadores.Com --again scroll a bit down, the whole article is about what is permitted and what isnt, that senator was convinced to vote against a complete ban by another senator that made a bet with him "if get you a cigarette that you can use anywhere, restaurants, planes and even inside senatorial chambers and goverment offices will you vote against banning them?" - was said to that senator, and well he was convinced, heres is a better pic: ¿Fumando en el Senado? El Senador Ricardo García Cervantes prueba un cigarro

Also please take into account that, in Mexico, law and the way it is applied is different, in a good and a bad way, im not afraid to go out and vape, im not afraid to vape next to cops and even educate em (i actually have), the response on behalf mostly everyone is pretty positive, my own take on this whole matter is that its just political, in very simple terms, big companies that are against APVs are paying the gov to ban them, the government is just going through the motions (taking a political stand) until a complete ban is done in the US, meanwhile theyll just say "yes yes hurr we hate e cigs!" to the companies and dont do anything about it.

Thats why i want to get involved in CASAA since if the US approve completely the whole e cig industry then the mexican gov will follow suit. Hope i answered your question :).
Feel free to ask anything else ill be glad to do what i can.
