For me, flavor+water=20% (eg 7% flavor + 13% water) works best. Any less and the stuff is pretty thick and can cause wicking problems and dry hits, any more and you lose vapor production and taste.
Yep, that's what I use if the flavoring is PG-based, which most are. With a VG-based flavor, like Lorann Natural Creamy Caramel, I boost the water a bit. With unflavored VG juices, I use 20% water.
If the flavoring was ethanol based, I would guess a bit less water would be best. But I don't tend to use those.
