I read in another thread that Imren only makes orange-wrapped 18650's in 1600mah/40A . On Ebay, there are orange wrapped "Imrens" rated 2250mah/20A & 2100mah/30A. Are these likely to be fakes?

As Chris said, Ebay (as well as Amazon) are not good places to look for batteries. Only buy batteries from a reputable supplier as there are many counterfeit batteries being sold. Here are several reputable battery suppliers in the US.

* Lighthound
* Orbtronics
Additionally, any 18650 battery you see marked at anything higher than 30A is most likely a pulse/burst rate, not continuous discharge rate. If you are looking for a battery for vaping check out Baditudes blog:
