The regular size Kr8 is 117mm; the "shorty" is 103mm. I don't know of any Kr8 cartomizer unit 98mm ... and certainly not mid 80mm.

Yes, the E8 (e.g., as carried by NHaler) is the shortest cartomizer-based model, but I don't know of any PCC for it.

Here is the "idea" you asked for:

An "electronic cigarette" really is a misnomer. It is not "just like a real cigarette." It is a personal vaporizer: similar in some ways, but different from and vastly superior to those yucky pooey analogs.:D [Spoken by a man who smoked them for 40 years.] Any PV the same size as an analog is unable to deliver the battery life and vaping satisfaction of a full-fledged 110+ mm PV.

If you feel strongly about the length issue, try out an e8 or a super-mini (at the lowest possible price). When you become dissatisfied with it, get a real PV, e.g., the 112mm Joye 510 or 117mm Kr8, which are lower priced (without cutting corners) and for which there are PCCs.
