I am new to the forum and I am about to pick up an entirely new set up. Probably a Buzz Pro, Provari, or Silver Bullet with all of the necessities. My question is am I better served just picking one up or waiting till I can view the classifieds section of the forum to pick up a used one hopefully for less? Thanks in advance!

Buzz Pro or SB in the Classies maybe but very rarely a Provari and when they are listed they're gone instantly, like in about 5 mins. You could post a WTB/ want to buy and see what happens.
As I stated a few months ago VV were going to start coming down in price with lottsa cheaper models coming out and that's now beginning to happen. I've got a few friends that are waiting for a good reasonably priced VV to come out but they will not buy until they've been proven withing the Community.

Depends on how much less would make a difference to you.
All of those models hold their prices very well, so the chances that you'll snag one really cheap is pretty low.
OTOH, if it's worth the wait to you to save a few bucks.....

I wouldn't expect to find many $30 Silver Bullets or $100 Provaris, if that's what you're looking for.
Plus, there are warranty issues to consider.
It's the "necessities" that are probably really worth buying on the classifieds.
Everything else is hit or miss. You might get lucky and catch a deal, or you might be waiting a very long time.

Silver Bullet, non variable voltage, is a different class than the Buzz Pro or Provari. I'm a big VV fan, though right now I'm actually vaping on a really beautifully crafted 3.7V bottom feeder.

Infinity Pro from notcigs would get you the same performance as the Buzz Pro for a bit less. If you don't already have a charger, I'd recommend either two or three sets of batteries plus charger.

With notcigs, their M1A1 tank is $10 off if bought at the same time as an Inifinity or Buzz. Also, for notcigs ue their "ECF Buzzkill" (2 words) discount code.

Provari is also rightfully popular. I've stayed with notcigs because I like how they run, but if you want an LCD interface the provari is a good PV. Alternately, also LCD but a good chunk lower cost (and lower performance/build quality from what I've heard) is the Lavatube -- many firms now carry variants of it. I'd take an Infinity Pro over an LT any day, high quality, rugged, voltage doesn't sag as the batteries deplete, but appreciate that the LT is affordable.
