First, many do follow the US on drug policy. Second, unrelated to the THC respiratory illness thing, the WHO came out with a very strong consensus paper against vaping, and essentially completely disagreed with the PHE policy paper. So seeing the US get aggressive, combined with a big ol' scary WHO report, it's tough for a country to not have some additional attention and scrutiny on the issue.
