Well, sadly, a lot of people believe that the squeaky wheel gets the grease... and it's unfortunate that many times people can bully their way into getting what they want. Just makes people continue the behavior.
When I worked at a video store, I always made the angry people pay their late fees. If somebody was nice about it, I usually cut it in half or took it off outright. The more you complain, the less helpful I become.
