Yep. If they allowed smoking but not vaping there would be "an issue," but you'd not necessarily want to be the one to push it. I think a lot of the problem is using the term "electronic cigarette"--the once or twice I've used that term (hoping for some familiarity so I wouldn't have to do the long explanation) it was obvious the only thing they heard (or at least paid attention to) was the word
cigarette. When I've used the term "personal vaporizer" and then explained it was a nicotine replacement therapy like the patch or Nicorette but more effective (and happened to mention it doesn't have the side-effects of Chantix) everyone is cool with it (except one guy in my office who pops Nicorette like candy and has been for five years).

That's just my experience, though, and with people who didn't know what they were. People who already know about them already have an opinion formed. Since you don't know whether he has a personal agenda or not, I'd say just let it sit at least a week. Let him get to know you as an employee first rather than taking a chance on his deciding you're "a troublemaker" before you get a chance find your groove...
