License to sell?

Had a few ideas brewing in my head, but need to know a few things:

1.Do you need a licence to sell nicotine products such as e-liquid and the like?

2.If so where and how are these obtained?

3.Would these rules apply if one was just re-selling a product and not tampering with it?

4.Would it be any different if you had made the product yourself i.e selling juice you'd mixed yourself?

No license is currently needed but its requirement is being proposed and the reason why so many people on this forum are fighting against the proposed legislation. Many suppliers are worried that they won't be able to achieve a license in a reasonable time-scale leading to an effective ban on sales from within the UK.
